Bylaws For Local Chapters


SECTION I - STATEMENT OF PURPOSE

(A) THE FOUNDING OF PROJECT 2019

The "PROJECT 2019" movement was founded on February 21, 1998 in order to promote educational parity for black Americans.

(B) PROJECT 2019 MISSION STATEMENT

((1)) The MISSION of Project 2019 is to elevate the socioeconomic status of black America.
((2)) The MAJOR GOAL of Project 2019 is to increase the level of formal education attained by black Americans to the same level of formal education attained by the rest of America.
((3)) The PRIMARY OBJECTIVES of Project 2019 are (a) to convince black America to embrace the truism "knowledge is power," (b) to convince black America that the best way to acquire knowledge is through formal education, and (c) to motivate black America to increase the level of formal education attained by black Americans.
((4)) The MEASUREMENT of the success of Project 2019 will be the percentage of black Americans who earn college degrees versus the percentage of other Americans who earn college degrees.
((5)) The COMPLETION DATE for the goals and objectives of Project 2019 is the year 2019.


SECTION II - PROJECT 2019 ORGANIZATIONAL STRUCTURE

(A) PROJECT 2019 consists of the PROJECT 2019 "Board of Directors" and PROJECT 2019 "Local Chapters."

(B) The Board of Directors shall be responsible for the overall leadership, direction, policies, and coordination of PROJECT 2019.

(C) The establishment of a Local Chapter of PROJECT 2019 must be approved by the Board of Directors.

(D) All activities of each Local Chapter of PROJECT 2019 must be reported to the Board of Directors in a consistent and timely manner.

(E) A Local Chapter of PROJECT 2019 may be dissolved by the Board of Directors.


SECTION III - PROJECT 2019 BOARD OF DIRECTORS

(A) The Board of Directors shall be convened as necessary to conduct pertinent PROJECT 2019 business.

(B) The Board of Directors shall convene and conduct an "Annual General Membership Meeting" of Project 2019 associates and supporters. This Annual General Membership Meeting and any other activities that may be associated with this meeting shall be known as the "Project 2019 Annual Conference."


SECTION IV - PROJECT 2019 LOCAL CHAPTERS

(A) ESTABLISHING PROJECT 2019 LOCAL CHAPTERS

((1)) A Local Chapter of PROJECT 2019 may be established in order to address specific needs, solve specific problems, or improve specific conditions within the black community, provided that the purpose of the Local Chapter is consistent with, conforms to, and complements the mission, goals, and objectives of PROJECT 2019.
((2)) A request to establish a Local Chapter of PROJECT 2019 must include a clear and concise "Statement of Purpose" submitted to the PROJECT 2019 Board of Directors.
((3)) The activities of a Local Chapter of Project 2019 must conform to its Statement of Purpose. If the activities of the Local Chapter do not conform to its Statement of Purpose, a revised Statement of Purpose must be submitted to the Board of Directors.

(B) LOCAL CHAPTER OFFICERS, DUTIES, AND RESPONSIBILITIES

((1)) The Chapter Officers for Local Chapters of PROJECT 2019 shall consist of a President, a Vice President, a Treasurer, and a Secretary.
((2)) The President of a Local Chapter of PROJECT 2019 shall direct and lead the Chapter and serve as the Chief Spokesperson for the Local Chapter.
((3)) The Vice President of a Local Chapter of PROJECT 2019 shall, in the absence of the President, assume the duties and responsibilities of the President of the Local Chapter.
((4)) The Treasurer of a Local Chapter PROJECT 2019 shall be responsible for the collection and distribution of all monies for the Chapter.
((5)) The Secretary of a Local Chapter of PROJECT 2019 shall be responsible for internal and external communications and related duties for the Chapter.
((6)) A Local Chapter of PROJECT 2019 may also establish and elect other officers that the Local Chapter deems necessary for the efficient operation of the Chapter.


SECTION V - BYLAWS AND PARLIAMENTARY PROCEDURES

(A) PROJECT 2019 BYLAWS

((1)) These Bylaws shall serve as the Bylaws for all Local Chapters of PROJECT 2019.
((2)) A Local Chapter of PROJECT 2019 may alter these Bylaws and / or create and adopt additional Bylaws that the Local Chapter deems necessary for the efficient operation of the Chapter.
((3)) All alterations and addendum by a Local Chapter to these Bylaws must be submitted to and approved by the PROJECT 2019 Board of Directors.

(B) PARLIAMENTARY PROCEDURES

((1)) General meetings of a Local Chapter of PROJECT 2019 shall be conducted according to standard parliamentary rules and procedures unless otherwise decided upon and specified by the Chapter.
((2)) "Roberts Rules of Order" shall be used to determine Parliamentary Rules and Procedures not covered in these Bylaws.
((3)) The Local Chapter of PROJECT 2019 may appoint a Parliamentarian to interpret and arbitrate questions of parliamentary rules and procedures.
